California Update: Wins and Challenges

The State of California ended its 2024 legislative session on August 31. While bills were passed that would ban plastic bags at point of sale (the check-out location) PLASTICS in collaboration with coalition partners saw some significant legislative wins. The following bills were defeated:

  • AB 2761 (prohibiting PVC and PVDC in packaging)
  • AB 2648 (prohibiting PET water bottles in state purchasing)
  • AB 3192 (prohibiting single-use plastics at California coastal resorts)
  • SB 1167 (prohibiting the use of non-reusable cups while dining indoors)

With regard to the bag bills, should Governor Newsom sign them into law, plastic bags will be unavailable at checkout while paper bags of at least 50% recycled content will be available for purchase at 10-cents each. Some stores will be able to offer non-woven polypropylene tote bags for purchase.
 
Industry, plastic bag manufacturers, plastic bag recyclers, and ARPBA members have requested a veto of the bills.
