PLASTICS recently submitted comments to the U.S. Securities and Exchange Commission (SEC), strongly urging SEC to reconsider a proposal to mandate climate-related disclosures in registration statements and periodic reports.
Of particular concern are “Scope 3” emissions, which are those generated by companies with which a reporting company does business. Many of those are smaller, private companies that are not required to make SEC disclosures, do not have data collection capabilities, and would have to make significant investments in technology and third-party services in order to have them. PLASTICS pointed out that those costs represent an undue burden and could eventually make their way to customers.
The association's comments also addressed the difficulties of Scope 3 reporting for companies working with partners outside the U.S. that currently do not gather information on greenhouse gas emissions.
Pointing out that there are already companies providing such disclosures voluntarily, PLASTICS encouraged SEC to work with agencies such as the Environmental Protection Agency on providing reporting guidance to those companies, rather than mandating across-the-board disclosures.
